Job Description:

Efficient administrative and financial management is vital for MoIP’s operational effectiveness. Challenges include limited capacity to manage day-to-day finance functions, budget tracking, documentation, and administrative support. The Ministry requires an Admin and Finance Associate to provide comprehensive support for budgeting, financial reporting, and administrative coordination.

Qualifications and Eligibility:

Education

  • Bachelor’s or Master’s degree in Finance, Accounting, Business Administration, Public Administration, or a related discipline. 

Experience:

  • Minimum 3-5 years of professional experience consistent with SPPS-IV level, including finance, budgeting, or administrative roles in public sector or donor-funded environments.
  • Practical experience with government financial rules, accounting standards, and reporting procedures.

 Skills

  • Strong knowledge of financial management systems, budgeting, and accounting software (e.g., SAP, Oracle, QuickBooks).
  • Proficiency in MS Office suite and database management.
  • Excellent organizational, communication, and problem-solving skills.
  • Attention to detail and ability to maintain confidentiality.

Key Responsibilities:

  • Manage and monitor financial transactions, budgets, and expenditure reports.
  • Prepare monthly and quarterly financial statements and budget forecasts.
  • Ensure compliance with government financial regulations and audit requirements.
  • Maintain administrative records, procurement files, and correspondence.
  • Support travel, logistics, and office management activities.
  • Liaise with finance departments, auditors, and project teams for smooth financial operations.
  • Assist in payroll processing, vendor payments, and contract disbursements.
  • Contribute to process improvements for financial and administrative workflows.

Monitoring & Evaluation:

  • Track financial performance against approved budgets and report variances.
  • Maintain financial dashboards to highlight key metrics and expenditure trends.
  • Support audit processes by preparing documentation and responding to queries.
  • Use accounting software tools to ensure data accuracy and timely reporting.

 Remuneration:

  • Contract-based position under SPPS-IV guidelines by Establishment Division.
  • Monthly remuneration and benefits as per SPPS-IV approved scale (Finance Division to determine).
