IRC has been working in Pakistan for over 30 years, and manages & delivers large, complex programs to meet needs in health, education, safety, environmental health and livelihoods for displaced, poor & conflict-affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Overview/Summary:

Under the leadership of Sr. Community Mobilization officer and close in coordination with sector technical teams, Community Mobilization Officer (CMO) will work with the communities in BDRP project areas for quality implementation of IRC programs. Through regular community meetings, CMO will carry out community assessment, motivation and capacity building of committees in project areas, ensuring quality implementation and timely achievement of IRC objectives.

Major Responsibilities:

  • Carryout the profiling of villages, baseline data collection, community mapping, sites selection and beneficiaries identification
  • Mobilizing the community and formation of VDMCs, UCRFs and other Community Organizations;
  • Monitor appropriate implementation of program activities in all targeted activities;
  • Actively contribute to community mobilization and sensitization
  • Aware and mobilize communities and conduct meetings with community members including children, women, PWDs and elderly;
  • Actively contribute to the capacity building of targeted communities in coordination with livelihoods. WASH and DRR teams
  • Aware and mobilize community committees  on the roles and responsibilities;
  • Engage VDMCs, UCRFs, local influential in development of Village/ UC Disaster Management Plan
  • Facilitate VDMCs in Hazard Mapping exercises at the village level
  • Support livelihoods and DRR Team, Civil Engineers in the identification and implementation of infrastructure interventions and risk reduction measures
  • Support and facilitate communities during the meetings with local government authorities and during exposure visits to projects interventions;
  • Support in identification of sites for WASH and DRR interventions
  • Contribute to the promotion of hygiene interventions in the targeted areas 
  • Perform any other task assigned by the supervisor

Job Requirements:

Education:

  • Master degree in social sciences or related fields

Work Experience:

  • Minimum 3 years’ experience as community mobilizer or similar position in development projects – experience of DRR and infrastructure projects will be desired

Demonstrated Skills and Competencies:

  • Good understanding of Gender and vulnerability
  • Good understanding of SPHERE standards 
  • Good analytical, communication, mediation, report writing skills
  • Computer literate with Microsoft Word/ Excel
  • Willingness and ability to travel within project areas
  • Excellent team management skills

Language Skills: 

  • Fluent in local languages along with good Urdu and English speaking/writing

Desirable criteria:  

  • Good community mobilization and conflict resolution skills
  • Good analytical, communication and report writing skills
  • Good understanding of development concepts especially economic development and agriculture
  • Good understanding of Gender concepts in humanitarian/development context
  • Familiar with SPHERE standards
  • Computer literate with Microsoft Word/ Excel
  • Willingness and ability to travel within project areas
  • Experience of DRR projects and understanding of the concepts around community based disaster risk management
