Job Description:

Technical Level

  • Create and maintain relationships with venders/suppliers
  • Estimate and establish budgets for purchases.
  • Make professional decisions in a fast-paced environment,
  • Review all venders and suppliers
  • Perform as Secretary Procurement committee, record of minutes and preparation of bids, contracts & all related documents of each case.
  • Maintain purchase records and other important data
  • Negotiate pricing and supply contracts
  • Develop plans for purchasing services, and supplies
  • Ensure that the products and supplies meet quality standards
  • Work with team members to complete duties as needed
  • Maintain and update a list of suppliers
  • Manage the filing, storage and security of documents
  • Supervising of Procurement Team
  • To ensure that appropriate contract agreements for the office and accommodation are drawn up & signed.
  • Maintaining proper record of documents issued or received till the final receipt of goods and final payments to suppliers.
  • Receive and verify all the goods from supplier and verify bills for which the payments are due.
  • Supply and deliver equipment and materials to required destinations in an efficient and cost effective manner
  • Identify and supervise the purchase and installation of all project-related materials
  • Supervises and oversee food items, non-food items, medical supplies, and equipment related to the projects of IRP.
  • Coordinate with suppliers and transport agents to ensure goods are received in the correct quantity and in good condition
  • To be familiar with and abide by the other NGO’s International procedures.

Operational Level

  • Procurement planning for ongoing and upcoming projects in coordination with all stockholders and orient the stockholders to have the same understanding at all levels.
  • Initiate the procurement process as per plan after getting approved requisitions and ensure that all the information i.e. specification, quantities, locations. And also make sure that provided information are enough for suppliers/service provider to participate.
  • Develop and release tender notice and tender packs/RFQs/RFP/EOI and disseminate to concern staff for issuance.
  • Prepare, develop, analyze and presented the procurement cases for procurement committee for quick decision. This include summary and itemized details of each procurement financials & technical/profile/samples/interview.
  • Draft PC meeting minutes and share decision with all stockholders.
  • Coordinate with Area Office SC, programmes and technical person for ensuring timely evaluations.
  • Ensure timely payment to vendors.
  • Any other task assign by supervisor 

Organizational Level

  • Ensure compliance with IR’s policies & procedures in true spirit for effective delivery of services to communities.
  • In depth understanding of IR values and their demonstration in the field while working with communities.
  • Abide by the IR zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
  • Thorough knowledge of IR strategic priorities to ensure effective implementation with future sustainability.
  • Assist in identification & documentation of organizational successes for show casing IR work
  • Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
  • Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc. in consultation & implementation of project activities at ground.
  • Participation and facilitation in implementation of IR seasonal programmes & emergency response.
