Job Description:

“To develop / update and operationalize SOPs and systems for GBV helpline, Balochistan”

Strengthening Participatory Organization (SPO) is a rights-based organization serving to improve the well-being of communities and citizens of Pakistan by creating their awareness to basic rights and ensuring their access to those rights. We envision “a democratic, socially just and ecologically sustainable society” with a mission to support and strengthen disadvantaged communities and public interest institutions for sustainable development. Our broad programmatic portfolio and extensive countrywide presence is truly embodied in our past outreach in over 75 districts and through our current presence is more than 25 districts. We have dynamic teams based in 9 offices in all four provinces of Pakistan who work with a diverse spectrum of groups from grassroots communities to various tiers of governance at local, district, provincial and national levels. SPO has been implementing its programs within its thematic areas on Health, Democratic Governance, Sustainable Livelihoods, Education, Water Sanitation and Hygiene and Water Resource Management in partnership with 4000 CBOs, above 90 Civil Society Networks (CSNs), and District Steering Committees of mainstream political parties, 500 Women Local Resource Persons (WLRPs), eight Women Protection Networks (WPNs), over 6000 women groups, village forums education monitoring Committees at village, UC, Tehsil and District level. Most of SPO’s success is attributed to its ability to mobilize and capacitate development partners.

SPO is implementing a project on “Gender Based Violence (GBV)” technically and financially supported by UNFPA in Balochistan to strengthen Women Development Department of the province. The aim of the project is to provide technical support to the Women Development Department, Balochistan for developing multi-sectorial coordination mechanism for the survivors of Gender Based Violence (GBV).

Under the scope of the project, SPO will hire lead consultant to; 

“Develop / update SOPs and systems of GBV helpline for its effective and efficient operationalization manner in Balochistan and provide capacity building support to helpline team to prevent GBV cases and strengthen response mechanism through data standardization and coordination with relevant stakeholders”

Main Responsibilities:

Under the direct supervision of the Regional Coordinator SPO Quetta and Director Women Development Department, the consultant will:

·       She/he will be required to work in Quetta.

·       She/he Develop work plan in consultation with SPO team

She/he Conduct one to one meetings with key officials of Women Development Department in order to review the existing SOPs relating to helpline.

  • To review the existing nature of calls and current practices, compliant mechanism and its protocols. 
  • To develop SOPs for WDD Balochistan helpline for GBV prevention, response, ethical standards, and referral pathways in consultation with SPO, UNFPA, and WDD Balochistan.
  • To provide the first draft of SoPs for review and incorporate the feedback given by UNFPA, WDD Balochistan and SPO.
  • To present the final copy of the SOPs after proofreading. 

·       Review the elements included in initiating and operating a helpline to provide GBV information and services for assessing the current baseline information for WDD helpline.

Structural elements: determining technology, type, and scope of remote services.

Training elements: preparing and supporting hotline staff.

Administrative elements: establishing and monitoring protocols for safe and effective service delivery

·       Develop a baseline report on the existing systems used by the WDD helpline including but not limited to the call documentation checklist, referral mechanism, data recording system etc.

·       Conduct desk review of local and regional best practices and develop an outline of the suggested SOPs.

·       Develop detailed SOPs based on the approved outline.

·       Share the first draft of SOPs for review with SPO and UNFPA.

·       Share the final version after incorporating the feedbacks and inputs from SPO and UNFPA.

·       Develop tracking sheet and integrate standardized definitions of the types of violence with the indicators provided by the NCSW and develop relevant formats and standards for ensuring that the helpline is delivering its services in line with all the standards of survivor centered GBV service delivery.

·       Deliver presentation to department, SPO and UNFPA to secure feedback on the developed SOPs and related supporting documents.

·       Based on the SOPs develop a helpline manual outlining all aspects of the functions of Helpline.

·       Deliver orientation and training to helpline staff on the developed SOPs and related formats.

·       Ensure that SOPS are adhered to international ethical standards and protocols of dealing with GBV survivors of violence.

Documentation:

·       The consultant will be responsible to submit all reports according to the agreed workplan and deliverables.

·       All reports will be submitted to SPO Regional Head, Quetta.

Essentials:

·      This Assignment will be completed in period of 25 days.

·        In depth understanding of national and international human rights mechanisms mainly focusing on gender-based violence.·      

In depth understanding of legislation addressing issues of GBV in the province.·      

Comprehensive knowledge of survivor centered approach and ethical standards of working with GBV survivors.·      

Experience of providing technical support to GBV helplines.·      

Well versed in developing coordinated referral mechanism·      

Command in developing Standardized Operating Procedures (SOPs) for GBV related interventions.·      

Excellent communication and report writing skills.
